**The Opportunity:**
The Vice President of Business Development is a senior leadership role responsible for driving AlohaCare’s strategic growth initiatives, expanding Medicaid and Medicare Advantage membership, and strengthening our position as Hawaii’s leading locally managed health plan. Reporting directly to the Chief Executive Officer, the VP will lead a dynamic team in identifying new business opportunities, cultivating relationships with potential clients, community organizations, providers, and advocacy groups, and developing strategies that support the company’s long-term vision and mission to serve Hawaii’s underserved communities. In addition, the Vice President is accountable for the financial performance of products, developing and implementing financial risk mitigation strategies—including cost control, diversification of funding sources, and proactive engagement with state and federal agencies—and researching, proposing, and implementing innovative new products and services to ensure sustained growth. This position is hybrid, offering a combination of remote and in-office work, and requires travel as often as monthly to AlohaCare’s offices.
**Primary Duties and Responsibilities:**
* Own the P&L with an entrepreneurial mindset of the overall strategy and operations of the MSO including the funds flow between all related parties.
* Develop and execute comprehensive business development strategies aligned with AlohaCare’s organizational goals, with an immediate focus on Medicaid and Medicare Advantage growth and expansion to commercial in later phases
* Identify and pursue new markets, clients, and partnership opportunities to drive revenue growth and strengthen AlohaCare’s position in Hawaii’s healthcare market.
* Ensure strong alignment with AlohaCare managed care (Health Plan) entity to establish a framework that creates flywheel opportunities for both related entities. Opportunities include but are not limited to finance, clinical, network, product and community partnerships
* Lead negotiations and manage relationships with strategic partners, clients, community organizations, providers, advocacy groups, and stakeholders.
* Cultivate partnerships to advance health equity and culturally responsive care for Hawaii’s underserved populations.
* Responsible for the financial performance of all products within the business portfolio, including developing and implementing financial risk mitigation strategies, cost control, and funding diversification.
* Research, propose, and implement new products and services that support the company’s growth, innovation, and operational efficiency objectives.
* Drive operational efficiency and process improvement initiatives to optimize cost structure and enhance service delivery.
* Collaborate with cross-functional teams, including Marketing, Sales, Product, Operations, and Compliance, to ensure seamless execution of business initiatives.
* Oversee market research, competitive analysis, and data analytics to inform business decisions, measure impact, and refine strategy.
* Monitor key performance indicators (KPIs) and leverage data analytics and performance metrics to report regularly on progress to executive leadership and drive continuous improvement.
* Ensure compliance with healthcare regulations and lead advocacy efforts to influence policy and funding decisions at the state and federal levels.
* Represent the company at industry conferences, events, and meetings to enhance brand presence, network, and advocate for AlohaCare’s mission.
* Mentor and develop the business development team, fostering a culture of collaboration, high performance, emotional intelligence, adaptability, and change leadership.
* Develop strategies to enhance member engagement, satisfaction, and retention, with a focus on vulnerable populations.
* Manage key stakeholder engagement – Board, clients, partners, regulator and others as needed to execute high performing governance model without creating unnecessary overhead
* All other duties assigned.
* Adhere to regulatory compliance and quality guidelines as well as AlohaCare policies and procedures.
* Responsible for maintaining AlohaCare’s confidential information in accordance with AlohaCare policies, and state and federal laws, rules and regulations regarding confidentiality. Employees have access to AlohaCare data based on the data classification assigned to this job title.
**Requirements:**
* Bachelor’s degree with emphasis in Business Administration, Marketing, Healthcare Administration, or a related field or equivalent combination of education and experience.
* Minimum of 10 years of experience in business development, sales, strategic partnerships, or healthcare leadership, preferably in a senior capacity.
* Proven track record of driving significant business growth, forging successful partnerships, and advancing health equity.

* Experience in the operation of general office equipment to include PC, fax/copy machine and phone system.
**Preferred Requirements**
* Master’s degree with emphasis in Business Administration, Marketing, Healthcare Administration, or a related field or equivalent combination of education and experience.
* Minimum of 15 years of experience in Healthcare/Managed Care industry.
* Minimum of 5 years of experience in Business Process Improvement/Redesign.
**Mental, Physical and Environmental Demands:**
* Sedentary Work: Exerting up to 20 pounds of force occasionally and/or a negligible amount of force frequently or constantly to lift, carry, push, pull, or otherwise move objects. Sedentary work involves sitting most of the time but may involve walking or standing for brief periods of time. Salary Range: $180,000 - $200,000 annually
